Since 27 August 2024, UAE Cabinet Resolutions No. 56 and 57 of 2024 govern all marketing calls — including those made by AI voice agents. The rules apply to every licensed company, free zones included.

What the TDRA regulations require

Prior approval: businesses must register telemarketing activity with the TDRA before calling.

Calling hours: marketing calls are permitted only between 9:00 AM and 6:00 PM local time.

Local numbers: calls must use UAE numbers registered under your commercial licence — never personal numbers.

Do Not Call Registry (DNCR): consumers can opt out; companies must not call registered numbers, and must stop after a rejection.

Consent & data (PDPL): explicit opt-in consent is required to use customer data under the Personal Data Protection Law.

Records & reporting: every call must be logged and reportable to the authorities on request.
